Woman steps out in the 'craziest' outfit yet

What is the best way to classify this ‘outfit’? Just before you start wondering, NO it obviously did not happen in Nigeria, and NO she is not certified mad. This woman obviously woke up and checked through her stack of clothes and decided she was going to step out in ‘rags’ all in the name of being ‘fashionable’. Judging by the expression ‘first impressions matter’, what would be your impression of this woman if you bumped into her on the way?  Is this even supposed to be called an outfit?
